Understanding the CBRN threat spectrum for civilian organisations
The CBRN threat to civilian organisations exists on a spectrum from state-sponsored attacks using advanced agents to opportunistic use of readily available toxic industrial chemicals. Most civilian organisations have no realistic exposure to the high end of this spectrum — state-on-state chemical weapons deployment. The realistic threat for the vast majority is at the lower end: toxic industrial chemicals (TICs) deliberately or accidentally released, low-grade radiological contamination, and in specific high-value environments, more sophisticated agents deployed by sub-state actors.
Diplomatic missions, international organisations, and high-value individuals are assessed as facing higher exposure than typical commercial organisations because they represent targets of interest to state actors willing to deploy more sophisticated methods. The Salisbury poisoning (2018) and several less-publicised incidents since have demonstrated that European soil is not protected from state-sponsored CBRN deployment against specific individuals and institutions.
For critical infrastructure operators — utilities, transport hubs, water treatment — the threat combines intentional attack with the risk of accidental release from industrial facilities in proximity to their own operations. CBRN preparedness in this context requires understanding both the deliberate and accidental scenarios, since the detection and first-response procedures overlap significantly.
Organisational preparedness: what it actually requires
Effective CBRN preparedness for a civilian organisation has three components: awareness training (understanding what CBRN threats look like in a civilian context, how to recognise potential indicators, and what to do in the first minutes of a suspected incident), equipment pre-positioning (appropriate PPE, detection capability at a level matched to the assessed threat, decontamination provisions), and integration with emergency services (understanding how national CBRN first-response assets operate and how to interface with them).
Awareness training is the most frequently neglected component. Security managers and senior personnel who know how to call in a bomb threat but do not know the indicators of a potential chemical release, the difference between a confined-space inhalation incident and a deliberate attack, or the self-protection measures available in the first minutes of a suspected CBRN event are operating with a significant preparedness gap. Equipment requirements are often misunderstood. A civilian organisation does not need the full MOPP (Mission-Oriented Protective Posture) equipment suite of a military unit. A proportionate civilian CBRN equipment posture might include atmospheric monitoring capability at building entries, a stock of P3 respiratory protection for key personnel, appropriate decontamination provisions at building entry points, and pre-positioned first-aid resources for chemical exposure.
